I was on Capitol Hill the day the month-long fight over passing a Continuing Resolution (instead of a budget) ended with a debt reduction of $38 billion per year -- what we spend every four days and borrow every nine...  It was shameful.  Then, on May 31, 2011, Dutch voted for a "clean" debt ceiling increase.  That was the day I knew.  Three days later the Baltimore Sun published my letter of dismay.
